Commissioners to rebid Hanoverton sanitary sewer project in two parts | News, Sports, Jobs - The Review

LISBON — Columbiana County commissioners agreed Wednesday to rebid the Hanoverton sanitary sewer project as two separate contracts in an effort to get a better price.

“We’re trying to hold the line on expenses for the residents,” Commissioner Mike Halleck said.

One contract will cover expansion of the Kensington wastewater treatment plant to install additional tanks to handle the additional flow that will come from Hanoverton. The other contract will cover the Hanoverton collection system and pump station, which includes 25,000 feet of sewer lines and the pump station to be located along U.S. Route 30 past Dollar General to pump the flow to the plant.

Electronic bids will be opened Nov. 2.

The project had to be rebid after the lone bid received last month was nearly $2 million over the engineer’s estimate. Commissioners rejected the bid and the engineer’s office reworked the project into two separate contracts.

In other business, the commissioners approved a contract between the Columbiana County Department of Job and Family Services and the Columbiana County Health Department for the car seat distribution program. The funding is coming from Temporary Assistance for Needy Families, with a contract period of Oct. 5, 2022 through Sept. 30, 2023 and a contract ceiling of $21,090.

DJFS Director Rachel Ketterman said the health department’s funding for the program was reduced and this will supplement their funding. The program includes a training component to teach parents how to properly install a car seat. Ketterman said a training is going to be held for children services employees so they can help their clients.

The health department provides car seat education classes,

distributions and installations and also car seat checks. To receive a car seat, a resident must have an income 200 percent below the poverty level, according to Ketterman.

— authorized the president of the board to sign the application to the Ohio Department of Development for funding for the Community Housing Impact and Preservation Lead Abatement Program.

— authorized the county engineer to apply for state and federal funding for the 2023 construction season and to sign the applications.

— renewed the equal employment and policy statement.

— approved American Rescue Plan Act payments of $9,500 to the village of Salineville for replacement of guardrails and $5,285 to the village of Wellsville for a flood wall/street levee repair.

The next commissioners’ meeting will be 9 a.m. Oct. 12 in the courthouse.
